Emergency Response Products:

In an Emergency Response activation, Disaster Extent Maps, Damage Assessment Maps and Monitoring are available, both in overview or detail scale. Additionally, for overview scale, information about the affected population can be requested.

These products feature the delineation of areas affected by a disaster (e.g.: flooded area, burnt area, etc.) and/or damage assessment. A standard map product provides disaster specific information superimposed onto cartographic information (reference maps) or ortho-rectified satellite imagery with toponyms and additional geo-data (if available).

Disaster extent

Disaster Extent products show the extent of the affected area as observable from Earth Observation data. The cartographic delineation of the extent is classified depending on the characteristics of the available Earth Observation data. The disaster extent will be shown on the product according to the following definitions (indicated with different classes or symbols in the map):

  • Evidence of affected area (physically affected area with a high level of confidence of analysis)
  • Possibly affected area (possibly physically affected area with a certain level of uncertainty due to the quality or characteristics of the satellite imagery (e.g. cloud cover, difficulties of detection))

Damage assessment

Damage Assessment products are directly derived from high resolution Earth Observation images acquired immediately after the crisis, by comparison with archive information. They provide information about the damage to settlements, infrastructure and/or the environment, event timing, location, level of damage or damage classes (according to detection confidence and method). Additional information such as the accessibility of roads, gathering areas, etc. can also be requested. In the case of an earthquake, a special damage assessment analysis product is available.

Monitoring

Monitoring products offer recurrent observations of a crisis situation. The product contains the same information as the disaster extent or damage assessment products, but it shows the situation at different points in time.
The frequency and duration of the monitoring is specified by the user.

There are two ways in which this product can be supplied: either several maps are produced, each representing a single point in time, or the results of multiple previous analyses are overlaid to produce a single product .

Affected population

This product shows the population living in an area affected by the crisis . In general, information about the affected population will not be provided as a separate product, but integrated into other Emergency Response products.

Due to the limited spatial resolution of freely available population data sets, this layer will only be provided for overview products, unless the user is able to provide a more detailed population data set which can then be integrated into other requested ERS products.

Briefing note

Briefing notes are documents of 1-2 pages targeting (high level) decision makers. The product meets the need of such stakeholders for highly condensed information about a crisis situation based on information derived from EO data.
